About This Request for Proposals (RFP)

In September 2022, Apprenti received a grant from the U.S. Department of Commerce (Good Jobs Challenge) to expand tech apprenticeships nationwide.

Throughout the grant term and beyond, Apprenti aims to address the tech talent shortage and diversity needs by collaborating with employers to place 2,000+ apprentices in high-demand Cybersecurity and Cloud-related roles across the country.

Registered Apprenticeship includes structured on-the-job training (OJT) with an employer and related technical instruction (RTI), delivered by highly skilled instructors. Typically, the RTI is provided before OJT to equip apprentices with the necessary theory and technical skills for success. Apprentices (no technical background required) undergo intensive, full-time RTI for 36-40 hours per week over a period of 2-5 months, depending on the job role.

Apprenti is currently recruiting highly skilled technical instructors for full or part-time delivery of RTI in Software Development, Cybersecurity Analyst, Data Analyst, and Cloud Operations. Instructors will receive a pay rate of $60-$75 per hour, depending on experience. The successful instructor candidates will have experience:

  • Teaching in full and/or part time training programs
  • Teaching live synchronous training
  • Developing new and/or delivering existing curriculum

Proposals That Meet Our Minimum Qualifications

  • For Software Developer
    • Bachelor’s degree or higher in computer science, software engineering, or a related field or a certificate of completion/ Journey-level certification from a related technology Registered Apprenticeship.
    • Maintain certification in adult learning theory and classroom management techniques.
    • Minimum of 3 years of practical experience in software development, with demonstrated strong expertise in multiple programming languages such as Java, Python, JavaScript, or C#
    • Demonstrated strong understanding of software development tools, frameworks, and methodologies (e.g., Agile, DevOps, version control systems).
  • For Data Analyst
    • Bachelor’s degree or higher in data science, computer science, statistics, mathematics, or a related field or a certificate of completion/ Journey-level certification from a related technology Registered Apprenticeship.
    • Maintain certification in adult learning theory and classroom management techniques.
    • Minimum of 3 years of practical experience in data analytics, data science, or a related field, with demonstrated expertise in data manipulation, analysis, and visualization techniques.
    • Demonstrated strong understanding of data analytics concepts, methodologies, tools, and technologies such as Python, R, SQL, machine learning, and data visualization libraries.
    • Industry certifications in data analytics (e.g., AWS Certified Data Analytics, Comptia Data+, Microsoft Certified Data Analyst).
  • For Cloud Operations Specialist
    • Bachelor’s degree or higher in computer science, information technology, or a related field, or a certificate of completion/ Journey-level certification from a related technology Registered Apprenticeship.
    • Maintain certification in adult learning theory and classroom management techniques.
    • Minimum of 3 years of practical experience in cloud operations, with a strong understanding of cloud platforms such as AWS, Azure, or Google Cloud Platform
    • Industry certifications in: Networking, Linux and cloud technologies such as: AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect Expert, or Google Cloud Professional Cloud Architect
  • For Cybersecurity Analyst
    • Bachelor’s degree or higher in cybersecurity or a related field, or a certificate of completion/ Journey-level certification from a related technology Registered Apprenticeship.
    • Maintain certification in adult learning theory and classroom management techniques.
    • Minimum of 5 years of practical experience in , with a strong understanding of IT Fundamentals, Network+, Security+, and Cysa+
    • Industry certifications in: Networking, Security and Cybersecurity Analyst

Submission Requirements

  • Submissions are due no later than 5:00 pm Pacific Time on Thursday, August 1, 2024. Late submissions will not be accepted or considered. Apprenti assumes no responsibility for formatting or transmission errors.
  • Responses must be submitted via the Jotform linked above. Responses must NOT be emailed or mailed.

Timeline

  • Form published July 12, 2024
  • Responses submitted by August 1, 2024 by 5:00pm PDT
  • Possible Interviews Week of August 12, 2024
  • Work Begins upon contract execution or as agreed upon by both parties.

General Information

Proposers must agree to comply, at a minimum, with the following:

General Requirements
The successful candidate must comply with all the terms and conditions of the Award, including, applicable OMB cost principles, and applicable regulations at 2 CFR part 200 and 13 CFR Chapter III. The contractor must also be eligible to receive EDA assistance.

Discrimination Laws
Contractor shall comply with all federal, state, and local nondiscrimination laws, regulations, and policies. Contractor noncompliance with certain anti-discrimination laws may result in canceling the contract.

Required Disclosures
Contractor shall disclose any potential or actual conflicts of interest, including but not limited to, any recent business dealings that could be perceived as a conflict, any current or recent state employee working on behalf of Contractor. Contractor shall also certify that it has not been debarred from contracting with the Federal government and shall further disclose if there are any legal actions against it.
